Civilian War Graves don't seem to be listed by location in CWGC but are in separate lists by some sort of area. I cannot really figure out how this works so I cannot work out if I have identified them all. For example the following are all lists of civilian war dead (found as cemetery search)
Dumfries County, Scotland
Kirkcudbright County, Scotland
Wigtown County, Scotland
but so is
Stranraer, Burgh of, Scotland
Stranraer is in Wigtownshire so why have its own list?
How can I find out what lists exist? I cannot search for 'civilian'.

Just found out that if you search in CWGC for cemeteries using
*burgh*scotland
and
*county*scotland
then you can find out a lot of these civilian lists, but are there any others?
Any idea how I can find out where they are buried though?
