In the Kirkmabreck Parish Churchyard in Creetown, Dumfries & Galloway is a Commonwealth War Grave for William Barr McDowall, Royal Engineers.

His entry on the gravestone have been "inked" (October 2012) presumably by CWGC staff.
At the top of the gravestone is the entry for his sister Jane Barr McDowall and she also appears on the CWGC Register but there is no indication that she is buried here.
I know that civilians are handled differently but this does seem "odd".

Jane died in a road traffic accident. The DC gives the place of death as near Laggan Farm, Gatehouse and was issued in the District of Girthon and Anwoth. An RCE gives the place of death as Newton Farm. These are on opposite sides of the A75 between Gatehouse and Creetown.

His sister may well be buried here. As you infer, CWGC have no interest in her place of burial, her's is not a war grave.
Her details, as provided by the Reporting Authority, are recorded by CWGC on the Civilian War Dead Roll which they were asked to maintain during WW2. The Civilian War Dead Roll of Honour, containing this information, is also on display in Westminster Abbey.

I assume that she is included because she was a Firewatcher?

It may be because she was a Firewatcher. Even if she was a civilian walking the street, she would be eligible if her death was due to ememy action.
