it does seem incongruous that Joseph is remembered so far from home while "locals" are not - but those were the "rules".

Indeed. Although GB had a list of workers classed as RCO this did not include Munitions Workers. Like members of the Mercantile Marine and others on the RCO list, they were not commemorated if they died due to " normal occupational risks ". If you work in munitions, sometimes there are explosions. If a Zeppelin dropped a device and set off a factory explosion, different story.
None of the locals were forced to work at Gretna, Ardeer, etc. They could change their occupation and work elsewhere if they wanted, whereas Joseph Royal and his comrades could not and were there for the duration.

I know there has been cries for munitions workers ( usually local to the factory areas) to be commemorated, but even if the Royal Charter could be changed, where would it end? Why not commemorate factory workers working for Maconochie, WD & HO Wills, Vickers-Armstrong, etc. All were involved in war work of one kind or another.

This one caught my eye since there no details of him being a Minister of Religion reported by the local authority. There were 22 civilians killed due to war operations at the Masonic Hall, Gretna on 7th April 1941. Also killed was the Royal Marine below:

Ken

His record on CWGC will be updated and Rev. added to it. Thanks for bringing it to my attention.
In the case of civilians, CWGC took the details provided to them by the Reporting Authority and used them in the Rolls they were asked to maintain. CWGC had no involvement in verfying the accuracy of these details, responsibility for this being with the Reporting Authority where the death occurred.
