Just an observation really.
I just posted this gravestone for Milligan

he is listed on the Armed Forces Memorial therefore he is deemed to have been 'killed on duty'. I know that the trustees have discretion on who to include but I was surprised that they included a man who was 'killed whilst hitch-hiking to his unit'.

The Armed Forces memorial lists all post 1947 service fatalities whether on active service or not. That doesn't mean they are commemorated on the memorial. However in Signalman / Signaller Milligan's case he is! He must meet their criteria for inclusion.
I note though that his grave details aren't mentioned. Do you know if he's buried there or just commemorated on the headstone?

Well I have read the criteria on the Armed Forces Memorial Website and he doesn't really come near them except that the committee must have exercised their discretion. Perhaps he was under orders for service overseas?
I normally work on the assumption that the first named on a memorial is actually buried there unless there is reason to suppose otherwise. In this case, I would be fairly confident that he is buried there.
